Understanding the DOT Drug Testing

The U.S. Department of Transportation (DOT), as a federal agency, established regulations requiring drug testing for safety-sensitive transportation employees.

DOT mandates a 5-Panel Drug Test:

  • Amphetamines
  • Cocaine
  • Marijuana (THC)
  • Opioids
  • Phencyclidine (PCP)

The testing process always consist of 3 steps:

  • Collection
  • Testing at the Laboratory
  • Review by the Medical Officer

Reasons for DOT Drug Testing

Pre-employment

Employers MUST receive a negative drug screen result from an HHS-approved lab and should be reviewed by a certified MRO prior to allowing that employee to perform safety-sensitive duties.

Random

Random drug testing selections should be conducted by using a scientifically valid method. Random means that every covered employee has an equal chance to be tested. Each DOT agency determines the annual random testing rates and these rates are subject to change each year.

Post-accident

When a covered employee has an accident that meet certain criteria, he or she must take a drug test to determine if drug use contributed to the accident. The rules of each operating agency define exactly which types of accidents require a post-accident test. The drug tests should be completed within 32 hours of the accident.

Reasonable suspicion

When a trained supervisor notices unusual behavior in an employee that suggests drug or alcohol use, the supervisor must direct that employee to take a drug test. Only supervisors who have completed the drug and alcohol awareness training may request a reasonable suspicion test

Return to Duty

Only completed on employees returning to safety-sensitive duties following a positive drug or alcohol test and who have completed a treatment or education program. All return-to-duty tests must be directly observed.

Follow-up

The testing schedule is always determined by the SAP.  DOT rules require a minimum of 6  “surprise” tests over 12 months. All follow-up tests must be directly observed.
